At our National Meeting in Kansas City on Oct. 10-12, 2008, the playing rules committee went through the current rulebook and made small housekeeping corrections to grammar and coding in addition to a few rule changes that were all approved by the Executive Committee. The NAFA Rulebook will be posted online by November 1st and will be sent to Regional Directors to distribute to teams and umpires shortly after that.

The non-housekeeping rule changes were:
1) modify run rules to 7 after 5, 10 after 4, 12 after 3
2) to clarify that the rulebook is for national play and that local rules can be modified,
3) Change the penalty for an illegal pitch to the more appropriate penalty of a ball on the batter and no advancement of the baserunners which is excessive,
4) Kept the penalty for wearing metal cleats as an ejection of the player and the coach,
5) NAFA will allow but not require infielders to wear manufactured face masks and heart guards,
6) for an un-announced substitute, we will only call an out and not eject the player as that is excessive and usually a mistake by the coach that a player has to pay for,
7) for thrown bats, the penalty will be a team warning to the first violator and then all subsequent violations will be the choice by the defense of an out on the batter or the result of the play.

On December 27th, 2007, the 2008 NAFA Rulebook Document was posted online. Please review it as the Playing Rules Committee is reviewing it also for potential changes for 2009. Submit your rule change requests to President Jack Spahr at Jack@nafa-region4.com by September 1st, 2008. The Playing Rules Committee will vote on them first, then to the Executive Committee and the 2009 hard copy rule book will go to press in late 2008.
